General Laborer

City Hall is now accepting applications for a General Laborer. Both part-time and full-time being considered. 


SUMMARY:  Under general direction performs the functions associated with the daily operation of the City Works Department, including utility services, water, electric, sewers, streets, and parks.

SUPERVISORY RESPONSIBILITIES: 

Some supervision of PT/seasonal employees required in absence of Superintendent and/or field supervisor.

EQUIPMENT USED:

A variety of specialized City equipment, including but not limited to, high lift bucket truck, trencher, dump truck, skid loader, backhoe, mini excavator, hydrovac machine, surveying equipment, woodchipper, concrete saw, welding/plasma cutter, tractor, mower, various locating equipment and various hand tools.  Additional equipment may include computers and various software programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Tests, adjusts, repairs and installs meters; assists with maintenance of all meter records.
  • Responds to and investigates complaints of faulty meters/high billing; checks demand bills.
  • Operates a multitude of specialized City equipment, including but not limited to, high lift bucket truck, trencher, dump truck, skid loader, backhoe, mini excavator, hydrovac machine surveying equipment, woodchipper, concrete saw, welding/plasma cutter, various locating equipment and various hand tools. 
  • Ability to operate various equipment including, but not limited to, salt/sand spreader, jackhammer, snowplow, snow blower sweeper, milling machine, tractor, and other heavy equipment.
  • Pour and finish concrete and/or asphalt to patch or repair streets.  Ability to perform crosswalk painting/striping, crack sealing, plows snow and/or sands street. Set posts and/or attaches signs. Maintain gravel and grading on secondary roads. 
  • Street maintenance includes, but not limited to, pothole patching, storm sewer cleaning/maintenance, street sweeping, ditch and alley maintenance, grass/weed control, sidewalk inspections, painting of curbs and traffic control lines.
  • Various and routine yard work including, but not limited to mowing, spraying, planting, weeding and/or mulching.    
  • Operate a truck in connection with the transportation of rock, blacktop, dirt, salt, sand, gravel, brush, and supplies.
  • Loads or unloads dirt, asphalt, concrete, and other material into or from a truck.
  • Monitors/maintains sewer lift stations keeping them in compliance with DNR regulations.
  • Monitors and maintains lagoons, including but not limited to, weekly sample testing, UV disinfection.  Maintenance of rip rap, boat and algae control. 
  • Sewer line cleaning, maintenance and repair, includes but not limited to, insurance inspections, and maintenance of any and all equipment used for sewer line inspections and cleaning.
  • Install, maintain or repair water lines, service lines and installation. Install, maintain or repair hydrants.  Perform maintenance and repair of City water tower/reservoir and all other related water system parts. 
  • Ability to read and interpret utility maps and drawings.
  • Installs and removes flags, banners, lights and decorations as needed.
  • Can be required to perform weekly, monthly and annual water and wastewater testing.
  • Park and pool maintenance and repair as required.
  • Monthly reading of meters, change, program and install meters.
  • Services and performs routine and minor maintenance on departmental equipment. 
  • Perform a variety of manual labor tasks as necessary.
  • Performs routine maintenance and custodial work at the plant building and grounds and at various substations.
  • Demonstrate courteous and tactful communication with City Officials, Co-Workers, Citizens of Rock Port and the general public.
  • Follows MIRMA procedures to ensure safety policies and procedures are enforced for the protection of the all City employees, co-workers and the public.
  • Completes all required MIRMA Inspection forms. 
  • This position must be available for 24-hour emergency on-call rotation.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Trims trees as required to provide proper clearance for overhead conductors and locates underground conductors.
  • Patrols power lines to identify potential trouble areas.
  • Delivers customer disconnect notices and performs monthly shut-offs due to non-payment.
  • May provide emergency assistance to field crews and other related work as requested.
  • Performs welding as required.
  • Animal control and removal as necessary.
  • Maintain compost site and grounds.
  • Install and maintain streetlights. 
  • Other duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS:

  • High school graduate or equivalent.  
  • Two (5) years' experience in a municipality Public Works or City Works department preferred. 
  • Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities may be considered.
  • Valid driver’s license and good driving record.
  • Ability to represent the City Works Department in a competent and professional manner.
  • Ability to maintain cooperative relationships with fellow employees, other governmental departments, officials, citizens of Rock Port and the general public.
  • Ability to manage multiple projects simultaneously.
  • Able to communicate effectively with varying levels of City personnel or the public.
  • High social and general intelligence, sound judgment, integrity, tact, and high moral character.
  • Subject to a post-offer physical, physical capacity test, drug and alcohol screening and background check.
  • May be required to obtain one or all of the following-Licensed Journeyman Lineman, Wastewater D certified and/or DS II certified.

ENVIRONMENTAL CONDITIONS:

Required work may be performed inside and/or outside and includes being exposed to hazards generally associated with the City Works profession including situations of extreme weather conditions. 

PHYSICAL REQUIREMENTS:

  • Sufficient physical strength which may include, but is not limited to, lifting, pushing, pulling, and the ability to tolerate heights.
  • Sufficient mobility for the purposes of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, feeling, talking, hearing, and repetitive motions.
  • Requires the exertion of up to 50 pounds of force routinely.  Greater than 50 pounds of force occasionally to lift or otherwise move objects.

VISION REQUIREMENTS:

Normal visual acuity; may include working from prints and drawings, analyzing data and figures, visual inspections involving small defects, small parts and the operation and inspection of equipment and machinery.  

LANGUAGE REQUIREMENTS:

Ability to read, and analyze, and interpret information. Ability to effectively present information to all levels of City Management, Citizens and/or Community Leaders.
